The Chief Executive Officer (CEO) shall oversee a program aimed at eliminating or reducing the risks to health posed by the use of chemicals.
The key requirements of employers regarding hazardous substances are to:
• Conduct a regular audit of chemicals currently used in the facility to identify their hazardous properties.
• Following the audit, review the chemicals to minimise the variety of chemicals used or held in the facility. Try to replace hazardous substances with less hazardous ones if possible.
• All out of date chemicals and those no longer used should be disposed of using approved methods of disposal.
• Obtain a copy of the current manufacturer's or importer's Material Safety Data Sheet (MSDS) for all hazardous substances supplied to the workplace and ensure that workers have access to the information. This information may be obtained from the manufacturers.
• Use SF-04 to record dates of Material Safety Data Sheets.
• MSD Sheets to be stored in hard copy close to the hazardous material i.e. a well labelled folder in the same building.
• A sign or signs informing staff of the location of MSDS to be displayed in a prominent location in the workplace.
• Ensure MSDS’ are current and within their 5-year issue date. If not changed on their system, note this and note revised date it was checked.
• Ensure all containers of hazardous substances supplied are labelled with the manufacturer's or importer’s label
• Ensure decanted or transferred hazardous substances are labelled as required
• Set up a Hazardous Substances Register SF-02
• Eliminate or reduce risks associated with the use of hazardous substances as far as practicable
• Appropriate risk control strategies for each chemical (designated as hazardous substances or otherwise) shall be implemented in line with the Material Safety Data Sheet (MSDS), product labels and other sources of reliable information.
Training
• Provide employees with information and training about the procedures
• Training in work procedures, including the selection, use, storage and maintenance of Personal Protective Equipment shall be provided to employees as appropriate. Refer also to Personal Protective Equipment and Clothing procedure.
Substance Spills
• In the case of a chemical/substance spillage the area is to be isolated and appropriate signs are to be positioned warning of the hazard.
• The spill is to be cleaned using equipment and cleaning agents appropriate to the spill.
Responsibilities
Managers and Coordinators
To ensure the appropriate use and storage of chemicals in accordance with these procedures, including conduct of assessments and maintenance of the chemical register.
Ensure employee consultation as appropriate.
All employees
To follow the documented procedures for the safe handling of chemicals including the use of appropriate personal protective clothing and equipment (PPEC) at all times.
