For purchases of goods and services in excess of $2,000 three cost quotations must be sought unless three viable suppliers are not available within commercial range of Portland.  This must be supported and documented. 

Excluded from this are plant purchases by Seawinds Nursery.

All purchases requiring quotations must be approved by the Chief Executive Officer.
